Gilmore to Madison full on north side of Dawson Street
With the site on the northeast corner of Dawson and Madison currently under construction by Porte Development Corp, the northwest corner has already been 1 year into a proposal by Imani Development to build a 40-45 story residential tower atop a retail/office street front at 4285 Dawson Street.
This development will complete the redeveloped street front along the north side of Dawson Street between Gilmore and Madison as Onni has already initiated its Gilmore Place development just west of Imani's proposal.

On the same day that Onni is submitting a formal rezoning application for it’s first phase of 3 residential towers at Gilmore Station, another rezoning application has been filed for a site just East of Onni’s land in the rapidly developing Brentwood area of Burnaby.
The application is being made for a currently industrial property at 4285-4295 Dawson Street, at the northwest corner of Madison Avenue. The site is 56,500 SF. The site is designated in the Brentwood Town Centre Plan a mixed use high-density (RM-5s).
The preliminary proposal by Imani Development, is for a mixed use development comprised of retail, office and a highrise residential tower, to a maximum density of 6.0 FAR, with a residential density of 5.0 FAR.
The application notes that the tower height would be 431 feet, or likely around 40-45 storeys.

Destination Toyota to Honda
Destination Toyota having moved to Still Creek, the old site at Madison and Lougheed will become the new home of Destination Honda. Destination Honda is currently located at Hastings Street and Beta Avenue.

Fulton House coming to the foot of Madison
A new development is coming to the foot of Madison Avenue, south of Dawson Street. A 41 story tower and ground-level townhouses will be proposed for a public hearing on November 24 at the City of Burnaby.
Along with Fulton House, a two-tower development at 1800 and 1900 blocks of Gilmore Ave will be proposed at the same public hearing.

A highrise development is being proposed for an industrial part of the Brentwood area that is gradually being converted to a residential neighbourhood.
Polygon Development has applied for a rezoning of 2338 and 2440 Madison Ave., located on the east side of Madison between Dawson Street and the BNSF Rail line.
It wants to build a tower with a podium level of apartment and townhouse units. Parking is expected to be above ground, camouflaged by housing units in front, due to high groundwater and geotechnical conditions on the site, which is near Still Creek.
The lot at 2338 Madison is currently vacant and 2440 Madison is partly occupied by a BC Hydro transmission line connecting to the Horne Payne Substation, said a city staff report. It's surrounded by older industrial buildings to the north and east, newer highrise residential towers to the west and the rail line, future Burnaby Auto Mall and the Willingdon Business Park to the south.
The 1996 Brentwood Town Centre Development plan designates the properties as "succession," meaning industrial land proposed for eventual transition to multiple-family residential.
The developer was encouraged by city hall to acquire part of the Hydro property to the south to be included in the project. The rest of BC Hydro's property could be acquired in future for consolidation with 2300 Madison Ave., the report said. That would allow for the extension of the trail network and stormwater management project that was done as part of the developments to the west.
The developer will also be required to design and pay for a pedestrian and cycling overpass over the BNSF Rail line to connect Madison to an existing public trail to the south.
And because of the site's proximity to the rail line, "a noise study is required to ensure compliance with the council adopted sound criteria."
Burnaby's planning department will work with the developer to prepare a plan suitable for presentation to a future public hearing.

Traffic control coming to Madison and Dawson
It appears that a new traffic signal will be installed at the intersection of Madison and Dawson
Avenues after a letter of concern from residents of the "One Madison Avenue" residence to the City of Burnaby was written. Although a study of traffic and pedestrian volume between 2008 and 2011 did not technically support the need for a traffic signal, it was considered that new developments currently being constructed and future projects currently being planned will be well served with the new signals at that intersection as more vehicle and pedestrian traffic is expected in the area. The cost of the traffic signals is estimated to be $220, 000.

THAT Council approve an expenditure of $220,000 (inclusive of 12% HST) in 2012 for the installation of a traffic signal at the intersection of Dawson Street and Madison Avenue, as outlined in this report; and staff be authorized to bring down a Capital Works Expenditure Bylaw in the amount of $220,000 for the works and;

REPORT
The Traffic Safety Committee, at its meeting held on 2011 November 01, received and adopted the attached report to review a request for a traffic signal at the intersection of Dawson Street and Madison Avenue.
A review of the collision history at the intersection did reveal a relatively high number of collisions within the last four years (2007-2010). Despite past efforts to improve safety, there have been at least 10 collisions per year with the highest number of collisions reached in 2010. Because of this trend, it is recommended that a traffic signal be installed at the intersection to enhance safety. The continuing increase in pedestrian and vehicular activity in the area from redevelopments will also be well served by a traffic signal at this intersection.

REPORT
BACKGROUND
Requests for additional traffic controls at the intersection of Dawson and Madison have been received periodically since 2007. In response to concerns raised, parking near the intersection was restricted to improve visibility, and a marked pedestrian crosswalk was installed in 2009 December to facilitate pedestrian crossings. Most recently, a letter dated 2011 October 05 was received from Mr. Adam Lord, Property Manager, on behalf of the “One Madison Avenue 1” residents located at 2345/2355 Madison Ave. Mr. Lord requested a traffic signal at the intersection to improve safety and access.
The intersection of Dawson and Madison has been reviewed on several occasions in the past few years in response to requests for a traffic signal. Most requestors cite the difficulty in getting access from Madison (the local street) to Dawson (the collector street) due to the volume and speed of traffic along Dawson. Currently vehicles travelling along Dawson are provided the right-of-way, while vehicles along Madison are controlled by stop signs. An aerial photo of the intersection is shown in Figure 1.

DISCUSSION
A comparison of traffic counts at the intersection completed in 2008 and 2011 during the morning and afternoon peak periods do not show any appreciable change. Not surprisingly, the latest traffic signal warrant analysis continues to show that a traffic signal is not technically warranted. This analysis considers traffic volumes, pedestrian volumes, roadway conditions and adjacent land uses. Despite this, it is acknowledged that vehicles travelling on Madison Ave may have difficulty accessing Dawson St during peak periods, but this is not necessarily unusual given the roadway classifications and their general purpose.

Installation of the traffic signal at Dawson and Madison is proposed in 2012. Total cost is estimated at $220,000 (inclusive of 12% HST) and these expenditures are included in the Traffic Management component of the 2012 – 2016 Provisional Capital Program. It is recommended that staff be authorized to bring down a Capital Works Expenditure Bylaw in the amount of $220,000 to finance the proposed works. Funding allocated from nearby developments and any potential cost sharing from ICBC will also be applied to offset some City cost for this road safety improvement.
