4612 and 4650 Dawson Rezoning initiated
Rezoning has been initiated to build street front townhouses along Dawson between Beta and Alpha Aves with apartment buildings behind them. The developer is yet to be identified. With the south side of Dawson Street between Willindgon and Alpha already being forwarded for a massive development by Aoyuan International and the Concord Brentwood site moving ahead, the entire length of the south side of Dawson from Willingdon to Douglas Rd will be nearly completed with residential developments.

1st details of SE corner of Willingdon and Dawson
A basic rendering of Aouyan's proposed development at the southeast corner of Willingdon and Dawson has been published in Urban YVR.(excerpt below). The site of this project is located Along Dawson Street to the north and along Alaska Street to the south between Willingdon and Alpha Ave.

Aoyuan International is also proposing a major development of four towers at Willingdon Avenue and Dawson Street, south of The Amazing Brentwood in Burnaby.
Renderings just show the tower massing, but the project is said to contain 1,400 condominium units, 50 townhomes and a mix of commercial and retail. IBI Group — in cooperation with PWL Landscape Architects — are on the Brentwood project.

3-way stop coming to Goring and Holdom
According to the following City of Burnaby report, a 3-way stop has been approved for the currently uncontrolled intersection at Goring St and Holdom Ave. Of further interest is the fact that the report has mentioned the future Dawson Street extension from Beta Ave to Douglas Rd within the next 5 years.

THAT Council authorize the installation of all-way stop control at the intersection of Goring Street and Holdom Avenue, as detailed in this report. REPORT The Public Safety Committee, at its meeting held on 2017 July 11, received and adopted the attached report proposing upgrade of the traffic control at the intersection of Goring Street and Holdom Avenue.
RECOMMENDATION: 1. THAT the Committee recommend to Council the installation of all-way stop control at the intersection of Goring St at Holdom Ave as detailed in this report. REPORT BACKGROUND The City of Burnaby has received several requests to improve traffic operations and pedestrian safety at the 'T' -intersection of Goring Street and Holdom Avenue. The intersection is currently unsignalized wilh stop control for traffic arriving on Goring St while traffic on Holdom Ave has through priority. Motorists on the stop-controlled west leg experience extended delays at this intersection in the peak hours under the current configurations. Safety concerns have also been expressed by pedestrians due to the lack of crosswalks and suitable waiting areas. A traffic engineering review was completed based on the standard warrant analysis procedure from the Transportation Association of Canada (T AC) and the findings are summarized herein.
SITE LOCATION Figure I shows the location of the subject unsignalized 'T' -intersection of Goring St/Holdom Ave. The signalized intersection of Lougheed Hwy/Holdom Ave and the Holdom SkyTrain Station are located 160 metres to the north of this intersection. The surrounding area consists of high density residential developments, industrial land uses and mixed commercial and retail developments.
EXISTING TRAFFIC CONDITIONS AND FUTURE CHANGES Traffic counts have been conducted for the purpose of this review. The analysis takes into account current operating conditions. The Holdom Station Area Plan envisions significant residential development activity in the next few years leading to a traffic volume increase. In addition, the easterly extension of Dawson St from Beta Ave to Douglas Rd anticipated in the next five years will impact Goring SI. This intersection will eventually require a higher form of traffic control such as a roundabout or a traffic signal due to developments and network expansions.
WARRANT ANALYSIS The City follows the Transportation Association of Canada (T AC) intersection traffic control warrant analysis procedure. This takes into account traffic and pedestrian volumes, roadway geometrics, crash history and nearby traffic control and network connecti vity. This procedure ensures consistency, addresses the safety of pedestrians and meets driver expectations. Applying the recent traffic count data and existing conditions, a warrant analysis was undertaken to assess the adequacy of the existing one-way stop control and determine any necessary upgrades. Based on the analysis, all-way stop control is recommended for this intersection. In conjunction with this traffic control upgrade, crosswalks and a corner right turn channelization island are also recommended. The southbound and eastbound approaches will be designed to include two separate lanes clearly delineated with adequate queue storage. Figure 2 shows the recommended changes.
CONCLUSIONS The existing traffic control at the Goring StiHoldom Ave intersection is inadequate under the existing peak hour traffic volumes. Staff has now completed a traffic engineering review and allway stop control is warranted under current conditions. This upgrade will improve the level of service and reduce delays experienced by motorists. The proposed design will also enhance the safety of pedestrians at the intersection. The recommended upgrades are estimated to cost approximately $60,000 and funding is available within the 2017 Capital Budget for Minor Traffic Management Projects (EMF.0063). Funding contributions from ICBC's Road Improvement Program will also be sought to help offset some of the City's cost for this proposed road safety improvement.

SE corner of Dawson and Willingdon sold to developer
The southeast corner of Willingdon and Dawson has been sold and will pave the way for another major development that will take it eastward to Alpha Ave and south as far as Alaska Street.
The current Dawson street front is the home to Pasta Amore restaurant and Brentwood Cleaners. Brentwood Cleaners, originally located at Brentwood Mall until it was forced to move to make way for the the Amazing Brentwood development, will be forced to move again.

8 Acre Brentwood Site Sells in $152 Million Deal

An 8.13 acre land assembly at the corner of Willingdon Avenue and Dawson Avenue has sold to Aoyuan Property Group (Canada), a Hong Kong based developer, for $152,000,000.
The site comprises six parcels, currently improved with various older industrial buildings. The Brentwood Town Centre Plan designates the site a mixture of medium density mixed use and high density residential.

May 30 Public Hearing for Concord Brentwood
Concord Brentwood's Phase 1b is set for a public hearing on May 30. The sites at 4828 / 4874 Lougheed Hwy and at 2099 Delta Ave are the topics of this public hearing. Phase 1b will include a stairway connecting Lougheed Hwy to Dawson Street and the proposed public park south of Dawson. An elevator is also part of the proposal to make Dawson and the higher-elevated Lougheed Hwy accessible to the physically impaired.

Which grocery name is next?
With Whole Foods having established itself in the Solo District as the 3rd major grocery store in the Brentwood area after Costco and Save-On-Foods, the question now arises of which grocery store will set up in the Amazing Brentwood location at Beta and Lougheed and later at the Concord Brentwood location on Dawson Street after Loblaw recently announced a store expansion.
Loblaws recently announced an expansion of stores across Canada and Brentwood would certainly make sense although Loblaw already has a foot in the Brentwood area through the recent opening of Shoppers Drug Mart in Solo District.

Loblaws to open 30 new stores in annual expansion
Up to 10,000 jobs could be added, company says, as it spends $1.3B renovating 500 stores
Grocer Loblaw Companies Ltd. plans to spend $1.3 billion renovating 500 stores and opening 30 new ones this year, in an expansion plan that will include more fresh food offering at its Shoppers Drug Mart unit.
The grocery giant has made similar expansion plans in each of the past two years, spending $1.2 billion and adding 50 stores in 2015, and another $1 billion last year to do the same while focusing on upgrading existing locations.
This year's expansion will include "the continued roll out of Click & Collect e-commerce, improved health and wellness services, and the inclusion of fresh food at select Shoppers Drug Mart locations," the company said in a release.
Across all of its retail brands, the company currently has 2,400 locations across Canada.
The company says the expansion could add up to 10,000 retail, trade and construction jobs to its existing workforce of about 200,000 employees.

Gilmore to Madison full on north side of Dawson Street
With the site on the northeast corner of Dawson and Madison currently under construction by Porte Development Corp, the northwest corner has already been 1 year into a proposal by Imani Development to build a 40-45 story residential tower atop a retail/office street front at 4285 Dawson Street.
This development will complete the redeveloped street front along the north side of Dawson Street between Gilmore and Madison as Onni has already initiated its Gilmore Place development just west of Imani's proposal.

On the same day that Onni is submitting a formal rezoning application for it’s first phase of 3 residential towers at Gilmore Station, another rezoning application has been filed for a site just East of Onni’s land in the rapidly developing Brentwood area of Burnaby.
The application is being made for a currently industrial property at 4285-4295 Dawson Street, at the northwest corner of Madison Avenue. The site is 56,500 SF. The site is designated in the Brentwood Town Centre Plan a mixed use high-density (RM-5s).
The preliminary proposal by Imani Development, is for a mixed use development comprised of retail, office and a highrise residential tower, to a maximum density of 6.0 FAR, with a residential density of 5.0 FAR.
The application notes that the tower height would be 431 feet, or likely around 40-45 storeys.

Solterra rising at Alpha
The Solterra tower is beginning to rise at the south foot of Alpha. It is the first of 2 developments slated for the area south of Dawson Street between Beta and Alpha Ave. The other one is Lumina at the South foot of Beta Ave.
Further east at Springer and Lougheed will see another tower being forwarded for consideration at 5180 Lougheed Hwy. Thgat site currently has a Speedy Auto Glass and Kirmac Collision along with another auto repair place. The rendering below is by Zahra Mirzazadeh.

Amacon's 'The Dawson' at full height
The Dawson development by Amacon has reached it's full height. The sold-out low-rise building will sit atop a commercial front slated to be a restaurant on the southwest corner of Dawson St and Willingdon Ave. The restaurant is yet to be named.

Milano tower development under way on Alpha
As the Brentwood and Solo projects continue to rise and attract attention, the 30 story Milano tower by Solterra Development Corp is now quietly under construction as the site has already been excavated and the foundation is being put in place. The tower will be located at the southern edge of Brentwood Town Centre, away from the future hustle and bustle around Brentwood Station but conveniently close enough to its amenities.

Two-tower Development at Douglas and Goring
While the Concord Brentwood development gathers steam at Delta and Douglas, a proposed 2-tower and townhouse development at Goring and Douglas is coming up for a public hearing on June 28 following its first reading at a Burnaby City Council meeting on June 13. It is being proposed by Chris Dikeakos Architects.
The development will be located north of the Douglas Rd and Goring St intersection, east of Springer Ave and west of Holdom Ave.

Dawson developing from Gilmore to Douglas
While the Brentwood and Solo developments continue attract focus at Willingdon and Lougheed, Dawson Street is beginning to garner attention along its length between Gilmore Ave and Douglas Road.
The Gilmore Station Development by Onni is making its rounds at the City of Burnaby as it moves ahead for approval. The massive mixed use development will be situated as a gateway to the Brentwood Town Centre.

Further east at Madison and Dawson, the site has been cleared to make way for a sold out residential mid-high-rise development by Porte Development Corporation. Another high-rise development just south of there, Fulton House, is being planned for the south foot of Madison Ave.
Eastward from there at Willingdon and Dawson, the foundation for a low-rise residential building above a street-level commercial development by Amacon is being poured. The corner front will see a new yet to-be-named restaurant.
On the east side of Willingdon, the Milano development at 2450 Alpha Ave is being initiated by Solterra Development south of Dawson. Further down will see 2 highrise developments at the south foot of Beta reaching Lougheed Hwy and nearly reaching Douglas Rd. The higher profile development will be one of the largest developments in the area by Concord Pacific.
The Concord Brentwood development will also see a grocery store, likely an Urban Fare-type store, along with other commercial amenities.

Amacon site excavation begins
Excavation of the site on the southwest corner of Dawson and Willingdon has begun. The project will include a low-rise apartment complex with a street-level restaurant. Currently, no details are available on Amacon Development's website.

Gilmore Station development phases
According to an online retail leasing brochure at gilmorestation.ca, Phase 1 of the Gilmore Development will be situated at Gilmore Ave and Lougheed Hwy with phases 2 and 3 focusing on Carlton Ave and Dawson Street.
Undertaken by Onni Group the development will include "Carleton Plaza" which will be a main pedestrian access point to the site.

Major changes eyed for Burnaby's Gilmore Station

The Onni Group is planning a major redevelopment around the Gilmore SkyTrain station that will turn it into a "gateway" to the Brentwood Town Centre area.
The developer has applied for a rezoning to establish a conceptual master plan and a detailed first phase of development.
The property, identified as 4161 and 4171 Dawson St. and 4120, 4160, 4170 and 4180 Lougheed Highway, is almost 12.5 acres and located on the east side of Gilmore Avenue between Lougheed and Dawson.
While six of the parcels are vacant, two are home to light-industrial and office buildings and the largest is occupied by two mid-rise office buildings built in 1982.
A portion is taken up by the Millennium line SkyTrain station built in 2003.
Onni is proposing a highrise, mixed-use residential and commercial development with a substantial office component.
It also proposes building a new public road linking Dawson to Lougheed on the site to improve access to the station and pedestrian-oriented retail on Dawson, said a city staff report.
The Brentwood Town Centre Development Plan adopted by council in 1996 designates the site for high-rise housing and business park development "with a high office use component."
n 2002, the former owner of the property, Standard Life Assurance Company, received rezoning approval in principle for a proposed mid- and high-rise office project.
It was to be a new regional office for Standard Life and to include over one million square feet of office space.
It also included a smaller multi-family and mixed use component along Dawson.
But the rezoning never moved forward to final approvals "with the applicant citing changes in the office market which made the proposal no longer economically feasible," the report said.
Between 2004 and 2010 Standard Life tried to amend the redevelopment concept but one suitable to be forwarded to council never materialized.
The company sold the site to Onni last year.
The aim is to create a "mixed-use gateway" into Brentwood Town centre that's been long expected, the report said.
"While Burnaby has become a model for transit oriented development, including the Master Plan concepts for Brentwood and Lougheed Malls, the subject site is one of few within the region that have the opportunity to be fully integrated with SkyTrain at ground level, mezzanine level and potentially at track level, providing unprecedented access to transit by residents, employees, patrons and the surrounding community," it said.
"With this opportunity in mind, the Gilmore SkyTrain Station was purposefully scaled back in its form and materiality, so that in the future it could be fully integrated with surrounding development."
Burnaby's planning department will work with Onni on a concept and Phase 1 development plan. When it's complete, it will go to a future public hearing.

2450 Alpha put forward
As highrises begin to spring up along Lougheed at Brentwood Mall and Solo District, Solterra has put forward a plan to build one at 2450 Alpha Ave, south of Dawson Street. This development, along with the proposed Dragonwood development by Concord Pacific are signalling a marked change south of Dawson from light industrial to residential.

A highrise development is being proposed for an industrial part of the Brentwood area that is gradually being converted to a residential neighbourhood.
Polygon Development has applied for a rezoning of 2338 and 2440 Madison Ave., located on the east side of Madison between Dawson Street and the BNSF Rail line.
It wants to build a tower with a podium level of apartment and townhouse units. Parking is expected to be above ground, camouflaged by housing units in front, due to high groundwater and geotechnical conditions on the site, which is near Still Creek.
The lot at 2338 Madison is currently vacant and 2440 Madison is partly occupied by a BC Hydro transmission line connecting to the Horne Payne Substation, said a city staff report. It's surrounded by older industrial buildings to the north and east, newer highrise residential towers to the west and the rail line, future Burnaby Auto Mall and the Willingdon Business Park to the south.
The 1996 Brentwood Town Centre Development plan designates the properties as "succession," meaning industrial land proposed for eventual transition to multiple-family residential.
The developer was encouraged by city hall to acquire part of the Hydro property to the south to be included in the project. The rest of BC Hydro's property could be acquired in future for consolidation with 2300 Madison Ave., the report said. That would allow for the extension of the trail network and stormwater management project that was done as part of the developments to the west.
The developer will also be required to design and pay for a pedestrian and cycling overpass over the BNSF Rail line to connect Madison to an existing public trail to the south.
And because of the site's proximity to the rail line, "a noise study is required to ensure compliance with the council adopted sound criteria."
Burnaby's planning department will work with the developer to prepare a plan suitable for presentation to a future public hearing.
